Whereas both Houses of the State Legislature were not in session;

And Whereas the Governor of Maharashtra was satisfied that circumstances existed which render it necessary for him to take immediate action to establish the Maharashtra Municipal Property Tax Board, for the purposes hereinafter appearing; and, therefore, promulgated the Maharashtra Municipal Property Tax Board Ordinance, 2011 (Mah. Ord. XI of 2011), on the 10th March, 2011;

And Whereas it is expedient to replace the said Ordinance by an Act of the State Legislature; it is hereby enacted in the Sixty-second Year of the Republic of India as follows :-

WHEREAS it is expedient to consolidate and amend the law relating to Government securities and its management by the Reserve Bank of India;

AND WHEREAS Parliament has no power to make laws for the States with respect to any of the matters aforesaid except as provided in articles 249 and 250 of the ConstitutionConstitutionofIndia1950__.xml;AND WHEREAS in pursuance of clause (1) of article 252 of the ConstitutionConstitutionofIndia1950__.xml, resolutions have been passed by the Houses of the Legislatures of all the States, except the Legislature of the State of Jammu and Kashmir, to the effect that the matters aforesaid should be regulated in those State
